According to city officials, the new traffic code will go to the printers today will become active within ten days form the day of the first publication. The code, which is a thorough measure, covers all phases of the city's traffic and is as important to the pedestrians as to those engaged in traffic business.
“It will pay the general public to familiarize themselves with the new code,” said one official at the city hall yesterday. “ There is really so much in it, and it touches on so many different subjects that every one should read it as soon as it is published, for their own protection.”
There are sections and sub-divisions of the code which regulate the manner of moving of household goods, as well as regulation of how many passengers a common carrier shall place in his vehicle, also the class of people that he may lawfully refuse to carry. So lengthy is the measure that it will require Chief of Police I.N. Davis a whole day to read it. The same task is in front of every member of the department,. Every patrolman will be compelled to know what the laws are and the only way will be to wade through the code, of which there are over a 100 sections.
In speaking of enforcing the new laws, Captain W.D. Greet at the police station said: “I do not anticipate any trouble. The ordinance will be published in the Times. Everyone will have a chance to read it. Of course, there are many things covered by the code that have not come to our notice, due to the fact that there were no city laws covering the situation, but I understand there is no extreme measure in the entire code. El Pasoans are not hard to deal with and comply with the law without the slightest trouble. I do not anticipate many additional arrests, while the people are learning the new law. The 'jay waling' section, I suppose, will get a few who are forgetful for a while, but that is the only thing which I think will be hard for the public to remember.
“The automobile business of the city.” continued Captain Greet, “is becoming a problem and we were in need of addition laws to regulate the business. One not familiar with the business can not imagine what a great volume of auto trade there is here, and how many times every day we are called to settle disputes between divers on points that heretofore have not been covered by a law. The new code was one of the most needed things in El Paso.”
