Just need UTEP to become a legitimate Tier One school in worthy disciplines like Science, Engineering, and Medicine. That may entice an academically gifted athlete to attend UTEP, and then go on to graduate school at the likes of Columbia, Harvard, Rice, etc.

The University of Alabama chancellor came to UA from University of Texas system. He's increased enrollment by pursuing out-of-state academically gifted students, by implementing an honors program that's highly regarded from a national standpoint.

It's doable - there's a model out there to follow.
