Jose Luis Escobar took down a name and phone number from a driver at Bartlett and Le Conte Wednesday morning. Escobar, 58, said he was arrested for jaywalking and taken to jail by a police oficer who was conducting speed enforcement on Bartlett at last Friday. He held a sign Wednesday asking people who saw him jogging last Friday to stop. The jogger believes the officer arrested him as retaliation for warning motorists about the officer's presence.
