The 16 first- and second-round sites are:

College Station, Bridgeport (Conn.), Nashville, Chapel Hil (N.C.), Norman (Okla.), Bowling Green (Ohio), Little Rock (Ark.), Chicago, South Bend (Ind.), Baton Rouge (La.), Spokane (Wash.), College Park (Maryland), Tallahassee (Fla.), West Lafayette (Ind.), Norfolk (Va.), Ames (Iowa).

 

I wouldn't consider it a 1 in 16 chance for each of the above. There often is some geographical sense for the lower seeds and I'd consider Collge Station, Norman and Little Rock the favorites, with perhaps Spokane and Baton Rouge next favorites.
