State Rep. Chente Quintanilla, D-El Paso, did not face any opposition this week as he presented in committee a bill he filed that would restrict voting in elections for the board of directors of the El Paso County Water Improvement District No. 1 to landowners with irrigation rights.
Between 85,000 and 95,000 registered voters are eligible to participate in water-district elections. If the bill passed, only about 20,000 people would be able to vote.
